It is not required to set an IP to Onboard Administrator in order to manage Cisco 3120 switches. The normal flow is to first configure the Cisco switches via the console port following the normal process (set IP address, subnet, gateway etc.). Once you perform the configuration the switch module will auto obtain the IP address which you assigned to its Eth interface (normally Fa0).
